Electronic Employment Record Booklet and Employment Register – A New Era in Labor Relations
As of June 1, 2025, Bulgaria is introducing a new electronic system for recording employment history – the Unified Electronic Employment Record (UEER), which replaces the traditional paper employment booklet. The Employment Register, administered by the National Revenue Agency (NRA), aims to modernize and standardize the process of recording and managing employment relationships between employers and employees.
Nature and Structure of the Electronic Booklet
The electronic employment booklet is a digital record containing all relevant information about an individual's employment – employer, job position, working hours, remuneration, leaves, and other contractual elements. The system is part of the centralized Employment Register and is designed to ensure accuracy, transparency, and accessibility of employment records.
Employer Obligations
Under the new rules, employers are required to submit data to the Employment Register whenever a new employment relationship arises, or there is a change or termination of an existing one. This includes start and end dates, job title, contract type, and any modifications. The short reporting deadlines demand efficient internal organization.
Transition from Paper to Electronic Format
Despite the implementation of the electronic system, employers remain obligated to finalize and return employees’ paper employment booklets, including all relevant information up to June 1, 2025. These documents must be kept by employees and will continue to serve as proof of employment history when necessary.
The New Regulation on Record Entry
In addition to legislative changes, a regulation has been adopted governing how data is recorded in the Register. It specifies the type of data, submission deadlines, and submission methods – via qualified electronic signature, personal identification code (PIC) from the NRA, or through a dedicated interface. For small enterprises, a simplified submission procedure is provided.
Access to Information and Data Protection
The system ensures secure access to employment data for employees, employers, and institutions. The information is protected in accordance with national and EU data protection laws, including the General Data Protection Regulation (GDPR).
The transition to the electronic employment record book marks a significant step in the digitalization of labor relations in Bulgaria.
